The mission of the Entrepreneurial and Minority Business Development (EMBD) program increases the accessibility of entrepreneurialism and small business growth for small business firms while prioritizing EMBD defined entrepreneurs in the community and helps promote economic development and job creation in Topeka and Shawnee County.

EMBD provides assistance and programs to empower small, low to moderate income, minority- and women-owned business enterprises with the knowledge and resources to build wealth and contribute to the economic betterment of Topeka and Shawnee County.

The First Opportunity Fund is designed specifically for business owners who want to grow, but who do not qualify for loans at conventional financial institutions.
